Basically, this is a written communication that the veteran or claimant will send to the VA to tell them that they disagree with the decision. There are many reasons why a person may disagree with a decision from the VA. One of them is maybe the VA denied service connection. Another way maybe they didn't get the disability rating that they wanted or the correct effective date of when they file their claim. Generally, when the VA issues a written decision, they will include a VA Form 21:09, which is labeled “Notice in Disagreement.” And they will include that in the packet with along with the rating decision that they're going to send the veteran or claimant. This is what the phone looks like in cases where a form is provided to the veteran: has to use that form to tell the VA that they're disagreeing with the decision. If so, the VA is going to be into the form. Otherwise, the VA is not going to accept any other disagreement on any other document, including any other VA forms. There are very few specific instances where a form is not provided by the VA. In that case, if the form is not provided, any written documentation from the veteran or his representative can't be considered a notice of disagreement.
